У меня тоже недавно косяк такой был, а сейчас все нормально, так что советую попробовать еще раз.

10.0.0.1 - это ИП-адрес, и я не хочу, чтобы по телефону мне сказали время с точностью до минуты, а хочу, чтобы мой кмопьютер автоматически изменил своё время на правильное + ещё, вероятно, откорректировал частоту хода - у меня за месяц часы убежали вперёд минуты на полторы

Что попробовать ещё раз? Время обновить или сервис запустить?
И ещё дополнение. Интернета у меня в принципе нет; но попробовала обновить время с time.windows.com - та же самая ошибка, причём сразу. То есть, видимо, Windows даже не пытается соединяться, т.е. скорее всего вся проблема - как раз в том, что стоит некая служба, наверное, именно Windows Time
Обновлять время пыталась из-под администратора.

И то, и другое попробуй. А вообще я перезагружался, может после этого заработало.

Перечитай мой первый пост. Подумай. И удали этот свой

Automatic означает, что служба запускается автоматически при запуске компьютера.
Manual - то, что автоматически при включении компа она не запускается, и запускать её надо вручную (ну и ещё может быть, есть какие-то фишки типа того, что когда к ней обратятся, она запустится, не знаю, но это к делу не относится).
Disabled - то, что запуск её вообще запрещён.
Из этих вариантов Automatic/Manual никак не влияет на возможность/невозможность её запуска в данный момент.
Ситуация, видимо, такая - т.к. стоит Automatic, она пыталась запуститься ещё при загрузке компа, но т.к. она сейчас остановлена - ей это не удалось ещё тогда.

Перезагрузилась бы, дело то пяти минут. Глядишь бы и заработало, да и полезно все освежить после месяца работы.

This behavior may occur if the Remote Procedure Call service is disabled for the hardware profile that you are currently using.

RESOLUTION
To resolve this behavior, follow these steps.
Warning If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.
1. Restart your computer by using the Safe Mode startup option. To do this, follow these steps:
a. Restart your computer, and when the Boot menu appears, press F8.
b. Under Windows Advanced Options Menu, select Safe Mode, and then press ENTER.
c. When the Boot menu appears again with the words "Safe Mode" displayed at the bottom of the menu, select the operating system that you want to start, and then press ENTER.
2. Click Start, click Run, type regedit, and then click OK.
3. In the left pane, locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Hardware Profiles\Current\System\CurrentControlSet\Enum\ROOT\LEGACY_RPCSS
4. On the File menu, click Export.
5. In the File name box, type a name for the registry file.
6. In the Save in list, click the location where you want to save the registry file, and then click Save.
7. Right-click LEGACY_RPCSS, click Delete, and in the Confirm Key Delete dialog box, click Yes.
Note Do not delete any one of the following subkeys that may be found under the ROOT subkey:
• MS_L2TPMINIPORT
• MS_NDISWANIP
• MS_PPPOEMINIPORT
• MS_PPTPMINIPORT
• MS_PSCHEDMP

8. Exit Registry Editor.
9. Restart your computer by using the Restart Windows Normally startup option.

RESOLUTION

2. Double-click the Services icon.
3. Select the service that you are trying to start and click HW Profiles.
4. Select the current hardware profile and click Enable.
5. Click OK.
You can now start the service manually or by setting it to Automatic.
For Windows 2000:
1. Click Start, point to Settings and click Control Panel.
2. Double-click the Administrative Tools icon.
3. Double-click the puter Management icon.
4. Expand Services and Applications.
5. Click on Services.
6. Double-click the service you wish to enable and set it to automatic or manual.

Если служба стоит в Manual, то она запустится при следующей загрузке компьютера, если перед выключением была запущена, и наоборот.

Попробовала синхронизировать время с сервером 10.0.0.1 - выдаётся "An error occured getting the status of the last syncronization. The RPC server is unavailable".Открыла все порты - не помогает.
Посмотрела из-под админа - служба Windows Time остановлена, хоть там и стоит Automatic. И при попытке запустить говорит:
Из-под админа время также не обновляется.
В "Зависимостях" пусты оба списка.
Что делать?
ЗЫ: Система Windows XP SP2 + критические обновления где-то на конец марта.
